For decades, the FAA has required Aircraft Rescue and Firefighting services to provide Aqueous Film Forming Foam (AFFF) firefighting capabilities at Part 139 airports. This program will familiarize airport professionals with environmental concerns and regulatory developments related to AFFF. The purpose will be to arm airport professionals with information that will help them to plan for: complying with current and anticipated regulations, transitioning to fluorine free foam (FFF), and addressing legacy AFFF contamination. We will review the history and evolution of AFFF use and the rise of environmental concerns. We will discuss on-going efforts to develop acceptable fire suppression alternatives and the anticipated timeline for transition FFF that meets performance standards. We will provide examples of how, when, and where challenges concerning AFFF may be encountered at airports, and will summarize relevant current and anticipated federal and state regulations. We will discuss strategies for managing AFFF challenges, and for performing remediation when necessary. Brief case studies will be presented to illustrate some of these strategies. Most importantly we will provide our perspective, as environmental compliance and remediation professionals, on the current and upcoming challenges posed to Airports by AFFF, and highlight resources that are available to help manage these challenges.
