This course explores the ethical principles, professional canons, and decision-making responsibilities that guide engineers, architects, and other design professionals in their daily practice. Participants will examine the foundational ethical obligations of the profession and the frameworks used to navigate complex ethical challenges. Through a review of professional standards and decision-making models, attendees will gain practical insight into how ethical principles are applied in real-world situations.
The program features several actual cases presented to the Board of Ethical Review (BER), highlighting the ethical issues involved, the competing considerations at stake, and the rationale behind each ruling. Through these discussions, participants will develop a deeper understanding of the challenges faced by design professionals and the standards used to evaluate professional conduct. Using case studies, ethical dilemma models, and industry-specific scenarios, the course equips attendees with the tools to assess complex situations, balance competing obligations, and make sound, defensible decisions that uphold professional integrity and protect the public interest

This ACC webinar will provide an overview of the key factors Airport Sponsors, consultants, and the FAA must consider when determining whether a pavement project should be programmed as a rehabilitation or reconstruction grant.
Annually the FAA awards over $2.5B in pavement rehabilitation and reconstruction projects. When planning and programming future grants a critical decision the Airport Sponsor must make is whether to rehabilitate or reconstruct a pavement. While the grant planning process often starts with prediction of the future pavement condition using the airport’s Pavement Management Program (PMP), the final decision on whether a project should rehabilitate or reconstruct a pavement requires the analysis of many factors. Airport Sponsors, Consultants and the FAA must work together to evaluate all factors and make a final determination on the grant type, often with minimal engineering analysis. Once the grant is programmed as rehabilitation or reconstruction it is very difficult to re-program and may result in an airport losing grant funding. The webinar will include speakers from the FAA, airport planning staff and consultants to provide an overview of some of the policy, FAA standards, engineering, and operational analyses required to decide whether a project should rehabilitate or reconstruction a pavement. Using case studies and real-world examples the presenters will provide attendees with a better understanding of the complexities of analyzing the complex requirements of determining the project type, FAA policies and standards regarding selection of rehabilitation or reconstruction, and how each member of the team plays a part in the final decision on whether a grant will be programmed to rehabilitate or reconstruct a pavement facility.

• Highlight key requirements that must be met for a FAA grant eligibility and describe factors that may require approval of modifications to FAA standards
• Understand the process used to validate the technical approach to a rehabilitation project
• Gain insight into the long-term planning efforts undertaken by large airports to manage pavement assets.

This ACC webinar will review airport master drainage plans and some of the tools and resources available for airport water quality and quantity planning, design, and permitting.
Airport water management is different from airport drainage and is also different from water management and drainage requirements on other project types. An airport master drainage plan can help assure that the drainage system does not constrain future airport development that is reasonably expected as part of the airport’s master plan. It can also identify elements in a master plan that may be significantly impacted by drainage or water management requirements. The master drainage plan can provide design criteria for individual airport projects and can provide for more effective permitting activities with jurisdictional regulatory bodies. The program provides an overview of some of the tools and resources available for airport water quality and quantity planning, design, and permitting. This webinar starts with a case study of a master drainage plan for one of the fastest growing commercial service airport in the United States. Following the first case study, the differences between airport water management and other developments and how that information is used in master drainage plans for water quality and quantity will be reviewed. The webinar suggests some ways those differences can be used to resolve regulatory conflicts. A generic outline of the professional services scope and contents of an airport master drainage plan will be presented. The webinar will conclude with a case study discussing when stormwater isn’t just rainwater and how a stormwater system performed during a natural disaster (Hurricane Ian). The impacts on airport recovery and resiliency are discussed.
PRESENTERS
• Sarah Thomas, C.M., Vice President Strategic Planning and Project Coordination, EG Solutions, Inc. (Moderator)
• Scott T. Brady, P.E., Senior Consultant, EG Solutions, Inc.
• Kent D. Bontrager, A.A.E, P.E., Senior Vice President, Engineering, Planning, & Facilities, Sarasota Manatee Airport Authority
• Miguel Carballo, MBA, CFM, FMP, SFP, CPM, CSM, Director of Planning and DevelopmentLEARNING OBJECTIVES
At the end of this ACC webinar, participants will be able to:
• Identify the benefits to airport safety and permitting a master drainage plan offers.
• Identify elements a master drainage plan should or must include for regulatory compliance.
• Identify some of the differences between airport water quality and quantity and other land use/project types.
• Understand the importance of airport drainage systems to airport resiliency.-
