This ACC webinar will provide an overview of the unique characteristics of airport law that planners and engineers need to understand. The program will provide a background on federal regulation of airports, the statutory and regulatory scheme that derives from federal funding, and the principles of law that are unique to airport planning, construction and operation. The webinar will provide an introduction to principles of revenue use, exclusive rights, non-discrimination, and federal preemption. Participants will receive a thorough, if basic, understanding of how airport law differs from other local government law and how those differences affect planning for and construction of airport projects.

Webinar participants are expected to have a working understanding of how airports operate and are funded (e.g., airline charges, concessions, federal grants, PFCs) and the role that the FAA plays in operation of the national airspace system.

LEARNING OBJECTIVES

At the end of this ACC webinar, participants will be able to:
• Explain which types of local government regulation do not apply to airports.
• Summarize how federal funding of airport projects pervasively affects the legal environment for not just construction bur airport operations.
• Describe the legal foundation for federal regulation of airports.
• Discuss how and when federal law interacts with airport planning and construction projects.
• Recognize pitfalls that come from misunderstanding the respective roles of the airport sponsor, the host local government, other local governments and the federal government in airport operations and development.
